In the overall goal set by the "Guide", the technological innovation goal proposes to break through 20-30 major key and common technologies that restrict the development of the industry, develop 10-15 sets of large-scale complete sets of equipment, and increase the energy efficiency of related key equipment by more than 10%. Hu Qianlin, deputy secretary-general of the China Petrochemical Federation, introduced that since the "Twelfth Five-Year Plan", the industry has achieved remarkable scientific and technological innovation, but the various new challenges facing the industry under the new normal have put forward more urgent and higher requirements for scientific and technological innovation. In the past years, the technological innovation of the industry is mainly catch-up, with less original innovation with independent intellectual property rights, and the lack of first-class technology and technology to seize the commanding heights. The Guide also proposes key technologies and high-end products to be broken through in 12 major fields such as oil and gas, refining and chemical industry, synthetic materials and modern coal chemical industry, including adiponitrile production technology, hydrogenated nitrile rubber production technology, key technology for aviation radial tire industrialization, polycarbonate industrial production technology, realizing industrial production of high-performance special synthetic materials for antibacterial synthetic resin, and developing a new generation of methanol to low-carbon olefins and complete methanation of syngas. The Guide clarifies the four strategies of changing lanes and overtaking, giving priority to talents, intellectual property rights and green development.
