The "Guide" emphasizes that the petrochemical industry should strengthen independent innovation during the 13th Five-Year Plan period, promote the transformation of technological innovation from a follow-up type to a parallel and leading mode, aim at the international frontier, and seize a number of technological commanding heights. In the overall goal set by the "Guide", the technological innovation goal proposes to break through 20-30 major key and common technologies that restrict the development of the industry, develop 10-15 sets of large-scale complete sets of equipment, and increase the energy efficiency of related key equipment by more than 10%. The overall technical level of the industry has entered the world's advanced ranks. Energy saving and emission reduction targets pointed out that by the end of 2020, the industry's energy consumption per 10,000 yuan of industrial added value will drop by 10% compared with 2014. The quality target emphasizes that the product structure forms a "basic + high-end" pattern, and the self-sufficiency rate of high-end petrochemical products reaches 40%.
Hu Qianlin, deputy secretary-general of the China Petrochemical Federation, introduced that since the "Twelfth Five-Year Plan", the industry has achieved remarkable scientific and technological innovation, but the various new challenges facing the industry under the new normal have put forward more urgent and higher requirements for scientific and technological innovation. In the past years, the technological innovation of the industry is mainly catch-up, with less original innovation with independent intellectual property rights, and the lack of first-class technology and technology to seize the commanding heights. At the same time, the lack of investment in science and technology and the lack of high-level industry-university-research innovation platform restrict the industrialization of innovation achievements and the upgrading and development of the industry.
In order to help China's leap from a petrochemical power to a petrochemical power, the Guide proposes to focus on breaking through a number of key technologies, developing a number of high-end products, implementing a number of innovation projects, and setting up a number of innovation platforms, so as to realize the transformation of scientific and technological innovation in the industry from following to parallel and leading.
Among them, it is necessary to overcome a batch of "short board" technologies, mainly focusing on new chemical materials and high-end special chemicals; develop a batch of "high-performance and special-purpose" technologies, including general-purpose resin high-performance product technology, high-end general-purpose synthetic rubber and high-end general-purpose synthetic fiber special brands and new synthetic technologies, special fiber high-end products and key engineering technologies, etc.; break through a batch of "cost reduction, green" technology, including 200000 tons/year gas-solid phase chlorinated polymer, 150000 tons/year propylene direct oxidation method to prepare propylene oxide and other technologies, as well as pollution reduction and treatment technologies; Seize a number of "commanding heights" technologies, such as ceramic nanofiltration membrane material industry technology, environmental protection transparent impact polypropylene technology, biaxially oriented polyethylene industrialization key technology, coal as raw material production of aromatic hydrocarbons and derivatives key technology; Promote a number of advanced and applicable technologies.
The Guide also proposes key technologies and high-end products to be broken through in 12 major fields such as oil and gas, refining and chemical industry, synthetic materials and modern coal chemical industry, including adiponitrile production technology, hydrogenated nitrile rubber production technology, key technology for aviation radial tire industrialization, polycarbonate industrial production technology, realizing industrial production of high-performance special synthetic materials for antibacterial synthetic resin, and developing a new generation of methanol to low-carbon olefins and complete methanation of syngas. The Guide clarifies the four strategies of changing lanes and overtaking, giving priority to talents, intellectual property rights and green development. Emphasize the improvement of the industry innovation system, such as the establishment of 2 to 3 national manufacturing innovation centers, the organization of a number of dynamic innovation and research platforms.
