In accordance with the arrangements of the Central Committee and the State Council, a three-year special struggle against triads and evils will be launched nationwide from this year. In order to fully mobilize the enthusiasm of the broad masses of the people to participate in the special struggle against triads and evils, broaden the sources of clues about crimes and crimes, and further promote the special struggle against triads and evils in the whole region, the relevant matters concerning the reward reporting of clues about crimes involving triads and evils are hereby announced as follows:

Key points of 1. reporting

1. Black and evil forces that threaten political security, especially institutional security, regime security, and infiltration into the political sphere;

2. Underworld forces that control grassroots political power, manipulate and destroy grassroots general elections, monopolize rural resources, and embezzle collective assets;

3. "Village tyrants" and other evil forces that use family and clan forces to run rampant in the countryside, dominate one side, and oppress and maim the people;

4. Evil forces that incite disturbances in land acquisition, land lease, demolition, project construction and other projects;

5. In construction engineering, transportation, mineral resources, fishery and other industries and fields, underworld forces that force projects, malicious bidding, illegal land occupation, and indiscriminate mining;

6. In trade fairs, wholesale markets, station docks, tourist attractions and other places to bully the market, buy and sell by force, collect protection fees, and other evil forces;

7. Evil forces that manipulate and operate illegal and criminal activities such as "pornography, gambling and drugs;

8, illegal high-interest lending, violent debt collection of evil forces;

9, to intervene in civil disputes, as the "underground law enforcement team" of the evil forces;

10, the entry of overseas underworld development infiltration and transnational cross-border evil forces;

11. Organize or employ the network "water army" to threaten, intimidate, insult, slander and harass the evil forces on the Internet;

12. Underworld forces that form gangs and occupy one side in urban areas and urban-rural fringe areas, endanger public order and seriously affect the sense of security of the people.

Reports can be made by real name or anonymously by telephone, email, letter or other means. Real-name reporting should provide the informant's name, ID number and contact information. When reporting anonymously, the whistleblower can use a password with more than 6 digits as his own code, and use the password to identify the whistleblower and give him a reward.

3. incentives:

Where the reported clues of crimes involving gangs and crimes are verified to be true, the informant will be given a one-time reward according to the following standards;

1. If a criminal gang uncovered according to the clues of the report is transferred for prosecution on the charge of a triad organization, a reward of RMB 50000; if a criminal group of evil forces is transferred for prosecution, a reward of RMB 30000; if a criminal group of evil forces is transferred for prosecution, a reward of RMB 20000 yuan.

(2) Those who arrest underworld organizations, criminal syndicates leaders or principal criminals according to reporting clues shall be rewarded with RMB 10000 yuan; those who arrest backbone members of underworld organizations and criminal syndicates shall be rewarded with RMB 5000 yuan; those who arrest other general members shall be rewarded with RMB 3000 yuan; those who arrest fugitives in major underworld-related and evil-related cases shall be rewarded with RMB 5000 yuan. The first report reward mechanism shall be implemented for reporting clues. If more than one person reports the same clue, only the first informant will be rewarded. The order of reporting shall be subject to the record time of accepting the report. Those who meet the above reward conditions shall insist on one case and one reward, and cash the reward to the whistleblower as soon as possible.

One of the following circumstances does not fall within the scope of the award:

(1) A criminal suspect, a person in custody, or a person serving a sentence has reported and exposed;

(2) The public security organs have mastered in advance;

(3) State personnel within the scope of their duties;

(4) Reporting by persons with specific obligations;

(5) Other circumstances that do not fall within the scope of the award.

This circular will be implemented as of the date of promulgation, and the broad masses of the people are welcome to actively report and expose clues of crimes committed by criminal and evil forces. The clues and whistleblowers of the report will be kept strictly confidential, and those who retaliate against the whistleblower will be severely and severely punished in accordance with the law; those who shield or connive at criminals or maliciously report or falsely accuse others will be investigated for legal responsibility in accordance with the law.
